Looking for free dental care for bad teeth

My mom is 82 and has all her teeth.  The problem is all her teeth are bad.  Okay well maybe not all of them but most for sure.  She has I am sure many 80 something years live on a very fixed income and can not afford to see the dentist.   Her Medicare, Medcal does not offer any help when it comes to teeth care.   I have been trying to pay for a few things but it dental cost is more then I can afford.  Where can she go for free dental care?
